It is important that we realize that while the largest percentage of people accessing social programs are white, there is still a problem of racial stratification in our society because non-whites have disproportionally higher rates of social program usage. This in no way is meant to support the outrageous remarks of the right, but to acknowledge another facet of the complex issue that is stratification and poverty in American society.
